Services and Programs

• Site Selection Assistance: An inventory of industrial sites and available buildings enables us to find homes for new businesses quickly.

• Planning and Coordination: We can help firms in permitting, zoning and coordinating activities with state and local agencies.

• Assistance in Accessing Special Incentive Programs: We can help eligible businesses receive real property tax abatements, sales tax exemptions, job training, low interest financing, utility discounts and more.

• Specialized Research and Technical Assistance: We will provide businesses with information and data to assist in decision making.

• Financial Packaging: We help firms access appropriate financing from the federal, state and local funding sources. We also help firms secure bank financing which is always the primary source of funds for any project.

• Industry/Government Liaison: OOC serves as a liaison between firms and governmental agencies.

• Retention/Expansion Programs: OOC maintains close contact with local business to assist with problems and to provide help with expansion plans.
  

Economic Development Initiatives

• Industrial Parks: OOC operates the Oswego County Industrial Park off NYS Route 481 in Schroeppel, the Airport Industrial Park in Volney and the Lake Ontario Industrial Park in the City of Oswego. Other sites are being studied for business parks.

• SBA Certified Development Company: OOC is authorized to finance projects using the Small Business Administration (SBA) 504 loan program which can fund up to 40% of fixed asset financing for eligible businesses at below market rates.

• Micro-Enterprise Program: OOC works cooperatively with SUNY Oswego and the Cities of Oswego and Fulton on helping small businesses get started or to expand. OOC also partners with the Small Business Development Center in providing business counseling.

• Business Incubators: Businesses and industry can receive special care at the Start-up Facility in the Oswego County Industrial Park in Schroeppel and the Business Expansion Center in Oswego.

• Minority and Women-Owned Business Enterprise Program: OOC can help new and expanding businesses obtain MWBE State designation, as well as other necessary development support.

• IDA Administration: OOC provides the staff function for the county’s Industrial Development Agency (IDA) and helps to package all IDA economic development assistance utilizing IDA programs.

• Domestic and International Marketing Program: OOC is charged with promoting and marketing the County of Oswego for purposes of attracting new businesses and for enhancing the business climate image of the county.
