Oswego County Industrial Parks Critical to Business Attraction
By L. Michael Treadwell, CEcD, Executive Director, Operation
Oswego County
Operation Oswego County (OOC), a private,
non-profit organization working to enhance the economic climate
of Oswego County, operates three industrial parks in Oswego County
including the 182-acre Oswego County Industrial Park (OCIP) off
of NYS Route 481 in the town of Schroeppel, the 57-acre Lake Ontario
Industrial Park (LOIP) in the city of Oswego and the 170-acre Airport
Industrial Park in the town of Volney.
OOC also works to promote development of
privately owned industrial parks such as the 420-acre Riverview
Business Park (RBP) in the town of Volney, the 100-acre Independence
Industrial Park in the town of Scriba, as well as the 50-acre Rich
Industrial Park in the town of Hastings. OOC is also involved with
the continuing development of a 100-acre Minetto Canal Park at the
former Columbia Mills Brownfield site in the town of Minetto.
Because of the many economic development
assets associated with our industrial parks, Oswego County is able
to be competitive when attracting prospective businesses. Some of
those assets include strategic locations near major highways, railroads
and airports, existing infrastructure, economic benefits and incentives,
and diverse parcels and buildings for office, research and development,
light industrial, distribution and manufacturing space.
Our industrial parks host a variety of businesses
including Northland Filter and Great Lakes Veneer in the LOIP, National
Grid and Canfield Machine and Tool in the Airport Industrial Park,
and 2SQ Machine Tools, Enders Racing Engines, Discovery Day Care
Center, QMP Enterprises, Southern Graphics, Super Coil, Inc., SUNY
Oswego’s Continuing Education Center and Time Warner Cable
in the OCIP. OOC also operates a business incubator facility within
the OCIP which houses Fulton Machinery and My Pet Enterprises.
Over the last two years, the development
of RBP has been focused on renewable and alternative energy production
and technology as well as agri-business. Northeast Biofuels and
partner Permolex International will develop the first ethanol plant
in the Northeast and will occupy nearly a quarter of the 420-acre
business park. The $200 million ethanol plant will produce 114 million
gallons of ethanol per year and has created 450-500 construction
jobs and will create more than 50 permanent jobs. Other companies
that will locate at RBP include biodiesel manufacturer GS Fulton
Biodiesel who will produce 10 million gallons of biodiesel a year
from corn oil and soybeans, Venture Milling (Perdue Farms) who will
operate and sell distilled grain for animal feed derived from the
processing of corn to ethanol, and Linde (BOC Energy) who is establishing
a $15 million liquefaction plant to process carbon dioxide from
the Northeast Biofuels operation for use in the beverage industry.
These projects will help to create 30-50 additional jobs.
The most recent addition to the complex is
Riccelli Enterprises, one of the largest independent transportation
companies in the Northeast. Riccelli purchased the 58-acre former
Crysteel property, which closed last February, and will use the
location as a transportation center to handle trucking and warehousing
for its clients in the adjacent RBP and in the North Country. The
company expects to employ 33 within a year.
OOC aggressively promotes Oswego County’s
major industrial parks through various national, international and
regional trade publications, by participating in exhibitions and
industry-specific tradeshows, by directly targeting prospects and
by utilizing the Internet.
