SBA “Financial Service Champion”
L. Michael Treadwell, executive director
of Operation Oswego County (OOC), received the 2005 “Financial
Service Champion” award from the U.S. Small Business Administration
(SBA)’s 34-county Syracuse district at the 7th Annual Small
Business Excellence Awards luncheon and ceremony in Syracuse recently.
Treadwell was nominated by SUNY Oswego’s
Small Business Development Center (SBDC) which is co-sponsored by
the SBA and SUNY Oswego through the Center for Business and Community
Development (CBCD).
“For the more than 20 years that Mike
has served as executive director of OOC, he has been a staunch advocate
for small business. Under his leadership, OOC became a SBA certified
development company and since then, OOC has facilitated over $8.6
million in SBA 504 loans,” said Nancy Bellow, executive director
of the CBCD.
“Mike recognized the need for a loan
program to provide gap financing to small businesses and was instrumental
in developing the Oswego County Industrial Development Agency’s
revolving loan program. The program has provided over $13.5 million
in loans to small businesses in Oswego County,” said Larry
Perras, senior SBDC advisor.
Treadwell also developed the countywide Micro-Enterprise
Program which provides training and small, low-interest loans to
start-up businesses located in the county. Since its inception in
1999, 163 small business entrepreneurs have taken advantage of the
training and over $360,000 has been loaned.
Treadwell is active in many professional
organizations and works to promote small business through his affiliations.
He has advocated change in tax exempt bond financing regulations
to enhance use by small manufacturing firms and has worked with
the National Association of Development Companies regarding SBA
504 financing regulations. He also assists the New York State Economic
Development Council with lobbying efforts for state programs that
promote small business development including the New York State
Empire Zone and IDA programs.
According to Bellow, Treadwell was also instrumental
in bringing the SBDC to SUNY Oswego and has been a strong supporter
of the program since.
OOC is a private, non-profit economic development
corporation whose mission is to establish and implement economic
development strategies to enhance the economic vitality of Oswego
County’s businesses and citizens. Since its inception, the
development agency has helped deliver over $2.3 billion in investments
and over 15,000 new and retained jobs to Oswego County. The agency
offers a full range of development services including site selection
assistance, business incubators, industrial park development, Empire
Zone and IDA administration, planning and technical assistance,
and development of incentives and financial packaging.
